In March 2011, the UK government published their ICT Strategy creating a 'level playing field' for Open Source, and stating that Open Source solutions should be considered alongside proprietary ones in Public Sector procurement, and that when there is no significant cost difference open source should be chosen on the basis of its flexibility.
To underline its commitment the Government is proceeding with an Action Plan to implement Open Source and Open Standards in the UK Public Sector.
In November 2011, the Cabinet Office released the Open Source Procurement Toolkit to help Public Sector organisations evaluate and procure Open Source solutions.
